They have always been incompetent, regardless of what they're called or who owns them at the moment. It took us six months to get data service turned on when we got our first phone. Ericsson helped us figure that one out, they suggested turning the service off and back on, like you would with a defective light switch.
When your phone does finally arrive, it won't work in Europe, and you won't be able to make calls from the US to Europe. That's by design. Just because it's GSM doesn't mean it will actually work internationally. Count on another half dozen phone calls and several weeks of delay before this works. Of course there is no way to test this other than flying to Europe, because Voicestream will lie to you and tell you that your international roaming is turned on when it really isn't.
And don't expect that when you go to Europe and your phone doesn't work that you'll be able to fix it by inserting a European SIM. The phones are locked so you can't do that.
I certainly wouldn't bother with Voicestream if I were paying for it myself.
